CAPTAIN PHILLIP HORTON
Commanding officer of the Jungle Patrol. Horton's official position is that "The Phantom" does not exist, and is merely a local myth. In truth, Horton is a friend and ally of the Phantom's, and frequent visitor to the Skull Cave. He shares information with the Phantom, and often relies on the Phantom's help.
